In general this seems to be the right way. The direct payments being able to be commissioned under CHC would be significant for individuals ensuring that they have voice, choice and control over their health care. Also ensuring that people who understand the individuals needs are able to remain involved with the situation rather than new providers who then have to learn individuals needs.

This has the right intention as at the moment costs of placements are rocketing based on the fact providers know services are required. The only concerns would be whether it then sees organisations exit the market

There needs to be a review around fitness to practice and how this works, as often the decisions seem to not fit the act that has been followed. So anything that assess the fitness to practice is good

This is required to ensure voice choice and control is in place. Currently, people who are entitled to free care are not willing to undertake the CHC process at the threat they will lose their direct payments, which takes away from the fact they dont have choice. However, this needs to exclusively clear to health boards how this will be delivered and managed, as with independent user trusts they did not know how to administrate so it did not happen.
